Updated HTACCESS file to not allow international people on the message boards hoping to reducde spam

Instead of manually approving each new person I have decided to ban international IP addresses..those which were mostly responsible for the spam we saw.

Since individuals were manually signing up and spamming there was no way to stop it unless I manually approved until now.

Let me know if there is any issues please
